What is the Portal?

Created under the initiative of ASSOCIAÇÃO PRO BONO ANGOLA, the Transparency Portal is a free access website where citizens can find public, reliable and correct information on public expenditure and the transparency inherent to said expenditure, in a single site on the Internet. . The Portal provides society in general with an alternative mechanism for accessing information related to the expenditure of the country's financial resources. The Portal is also a mechanism to encourage the practice of a culture of accountability and parsimonious management of public financial resources. It encourages the exercise of citizenship and the scrutiny of public authorities.

The Portal also serves as a repository and consultation reference for researchers and investigators interested in understanding the dynamics of the use of financial resources in Angola, and, as this has fed the corruption that still persists, despite the publicized efforts that the holder of power Executive says it is doing, with a view to combating it.

The Transparency Portal contains data and information on the following subjects:

  • Public expenditures/expenses of the State Powers;
  • Official documents;
  • Purchases, public acquisitions and public contracting;
  • Acts of public management by civil servants obeying the hierarchy of administrative bodies and non-executive sovereign bodies:
  • Public tenders;
  • Budget execution reports;
  • Legislation;
  • Local financial resources;
  • Purchasing, acquisitions and public contracting;
  • Country's socioeconomic information.

 

The Transparency Portal has different ways of presenting data, an integrated and intuitive consultation mechanism, better usability, more graphic resources, integration with social networks, greater and better offer of open data, adaptation to mobile platforms, greater interactivity.

The Transparency Portal is a tool that allows the citizen, in an increasingly efficient way, to supervise and ensure the good and correct application of the country's public resources.

How the Portal works

The data disclosed on the Portal come from various sources of information, among which are the bodies of the Central and Local Administration of the State, as well as sources of independent production of information, among several others.
The content management teams, responsible for keeping the Portal up to date, scrutinize the official sources, gather and make available the information on the Portal. The frequency with which this task is carried out depends on the subject matter, as well as the frequency with which information is updated.

Once uploaded to the Portal, the information is made available to citizens in different ways, such as: panels, detailed queries, graphs, open data.

Access to the Portal does not require an access profile or passwords, allowing any citizen to browse the pages freely, as well as view and use the available data in the way that suits them best.
