The President of the Republic, through article 3 of Presidential Decree nº 164/18, of 12 July, which approves the Regulation for the Issuance and Management of Direct and Indirect Public Debt, determined the conclusion of the Individual Financing Agreement in the global amount of USD 116,152,500.00 (one hundred and sixteen million, one hundred and fifty-two thousand and five hundred United States dollars) to finance the Supply Contract for 500 (five hundred) buses, equipment and technical assistance services for the design and implementation of the School Mobility Program.

On November 14, 2022, Presidential Dispatch nº 253/22 was published in Diário da República, approving the conclusion of the Supply Contract for 500 buses with the need to improve urban transport, school mobility, as well as passenger assistance services to ensure a better quality of life for citizens. The official document states that the former Minister of Finance is authorised, with the power to sub-delegate, on behalf and on behalf of the Angolan State, to proceed with the signing of the aforementioned Agreement with the Austrian institution GOTRANS GmbH and its Agent HFFT, and all related documentation.

In 2017, the President of the Republic, through Presidential Order No. 219/17, of August 3, likewise authorized a financing agreement with GOTRANS GmbH, of USD 306,800,000.00 (three hundred and six million, eight hundred thousand dollars ) for the acquisition of 1,500 buses for school transport, looking at the “need to implement the projects included in the Public Investment Program, within the scope of the investment policy for the economic and social development of the country”.
