FISCAL TRANSPARENCY - International institutions recognize the country's progress

Angola has made progress in terms of fiscal transparency since 2017 and has earned recognition from international institutions and personalities.

“We have taken a path of greater transparency, bringing more and more information with these documents and exposing public finances to the public more and more”, assured the Secretary of State for the Budget, Aia Eza da Silva, this Friday, 23 of July, to the deputies of the National Assembly.

Aia Eza da Silva, who was speaking about the execution of the General State Budget for the fourth quarter of 2020, said that recently a US deputy, senator, praised Angola on his Twitter for the progress it has made regarding fiscal transparency.

“We are glad that this house also recognizes the various efforts and trends and we promise to continue on the same path”, he thanked the deputies of the National Assembly, also letting them know that the citizen’s budget is being prepared, a project developed with the support of the United Nations Children’s Fund (UNICEF).

Aia Eza da Silva said that this initiative of preparing the citizen’s budget has also been praised and followed by other countries.

“We have been working a lot with this house in terms of the gender budget and we have been doing more and more so that our budget becomes a program-budget. All this in an attempt to be more transparent and bring the highest possible level of information to all actors in society”, he stressed.

The Secretary of State also informed that everything is being done to settle the arrears of literacy teachers and those assisted by the Social Security Fund of the Angolan Armed Forces (FAA).

“The situation of literacy teachers has raised a lot of public opinion and of literacy teachers themselves. It is a subject that we have discussed with the Minister of Education and we are already making very good progress in regularizing these payments”, she said.
As for the integration of staff into the FAA Social Security Fund, Aia Eza da Silva said that there was massive integration last year.

“We have been working with the Ministry of Defence, under the direct guidance of the Head of Executive Power, and we are also almost closed because of the commitment that the President signed”, she explained.

The Secretary of State also referred to the Executive’s efforts to articulate the execution of the Intervention Program in Municipalities (PIIM) and the Public Investment Program (PIP), to improve works.

The National Assembly approved the Draft Resolution on the Appraisal of the State Budget Execution Report, referring to the fourth quarter of 2020, with 129 votes in favour, 39 against and no abstentions.
