Angolan Parliament approves adjustment to the installation and end-of-term allowances for members of the National Assembly

On May 25, 2023, the National Assembly approved, by means of the Resolutions no. 13/23 and no. 14/23, both of June 28th, in plenary session, to increase the installation and end-of-term allowances of the members of that body, justifying the measure with the argument that this is “… in order to fulfill the purposes for which [the subsidy] was established.

 

At a time when the Higher Education sub-system is facing constant stoppages/strikes due to the lack of an increase in teachers’ salaries and other benefits, the Members of the National Assembly, who have never asked the Executive to intervene in this regard, have decided to increase their accommodation (installation) and end-of-term allowances by more than half, with the approval of the Ministry of Finance, to astronomical amounts, on the grounds that they are not entitled to a salary increase “the need for this [subsidy] to meet the purposes for which it was established”.

 

According to the Decrees in question, the measure “shall enter into force immediately, taking effect from the beginning of the 2022 – 2027 Legislature.
