Overall, 14 programs spent more than the target amount for this time of year (50%), but 11 are below the 5% execution rate, which means that half of the programs are not in line with best practices in budget management.
Of the 50 programs implemented by the government and included in the 2026 General State Budget (OGE), 12% had already exceeded their annual allocation by the end of June, according to data published by the Ministry of Finance in its first- and second-quarter implementation reports.
The program “Strengthening Angola’s Role in the International Context,” which has already spent 28,770 million Kz—2,894% above the initially projected 994 million Kz—recorded the largest budget overrun in the first half of the year (see table). The initiatives included under this heading relate to the government’s international stance, which encompasses direct involvement in regional conflict mediation, economic diplomacy, foreign promotion, and the hosting of institutional events in Angola.
The remaining programs that had already exceeded their budget allocations by more than 100% include “Capacity Building and Modernization of Public Administration” (an additional 227%), “Risk Prevention and Environmental Protection” (the 197% overrun may be related to the effects of the floods that occurred in April), “Promotion of Innovation and Technology Transfer” (111%), “Restructuring and Re-equipping of National Defense” (110%), and “Reform and Modernization of the Judicial System” (104%).
Overall, at the end of the first half of the year, among the 50 programs implemented in 2026, 14 were clearly above the ideal execution rate for each half-year, which should be around 50% of the budgeted amount for the entire year. This list includes areas such as the expansion of water and energy networks, the promotion of culture, judicial reform, and the maintenance of road infrastructure.
